EXPOSING ABUSE AT NUWARA ELIYA GOOD SHEPERD GIRLS’ SCHOOL

Case of Child Abuse by the Principal, Rev Sr. Nilanka de Silva of Good Shepherd Balika Vidyalaya, Nuwara Eliya.

The only court case filed by the Nuwara Eliya Police B/11780/24 regarding the inhuman assault / physical and emotional abuse of around 13 young school girls by the school principal one year ago, will be heard again at the Nuwara Eliya Magistrate’s Court on 27th October 2025.

On April 4, 2025, and October 10, 2025, the Sri Lanka Human Rights Commission (Nuwara Eliya District Office) held inquiries into the related complaint.

The case included an additional complaint made by NCPA / UHRO on a female teacher of the same school, alleging that young female students were often brought before the class and unfairly labeled as “lazy” or “uninterested in studies.” Photographs of these children were reportedly taken and shared within a WhatsApp group of the class, causing both physical and psychological /emotional distress to the children and the parents.

The complainant party UNITED HUMAN RIGHTS ORGANIZATION along with the respondents /Zonal Director of Education (Nuwara Eliya), officers of the Ministry of Education, former and current HQIs , Assistant Superintendentsof Police (ASP), SSPs and officers from the women and children’s bureau of the police of Nuwara Eliya participated in the inquiry.

The District Coordinator of the Human Rights Commission (Nuwara Eliya) presided over the hearing, with participation from other officers of the HRCSL same district office.

All parties agreed that this case of child abuse must be properly reported and followed up through legal procedures.

It is noted with concern that the suspect principal, Rev.Sri. Nilanka De Silva—who was remanded for 14 days in connection with this incident—continues to draw a government salary and is currently deployed at the main entrance of the Nuwara Eliya Zonal Education Office🥲 This situation has caused serious distress to the victims, raising the question: Who truly stands for the protection and justice of the children of SL?

Good Shepherd Balika, Nuwara Eliya The only lawsuit filed by the Kandylight police over physically and mentally abused by the principal a year ago by the inhumanly assaulting about 13 minor girls in school B/11780/ 24 will again be heard in Kandy Magistrate Court on 27th of 2025 10 months.

Complaint related to 2025.04.04 and 2025.10.10 at Kandy Human Rights Commission District Office and , A teacher from that school brought young students forward the daily class to the complaint about “Children who like to stay free”, “Children without lessons” etc. grouped, named Jaya Ru and distributing them in the whatsApp group of the class were physically and mentally abusing children.

Officers including Kandy Light Zone Education Director, Ministry of Education, officers including Kandy Light former and present MPPP, Assistant Police Officer, J. Police Officer were present.

Sri Lanka Human Rights Commission’s Kandy District Coordinator examined the relevant complaint and the relevant branch office officials also participated in the event.

The child abuse agreed to properly reported.

Suspected Principal Nilanka de Silva (suspect who was in prison for 14 days) continues to receive government salaries and performs duty at the main entrance of the Nuwara Eliya colapa office, this is a huge impact on the victims.
